Show evidence that apps for COVID-19 contact-tracing are secure and effective

"Show evidence that apps for COVID-19 contact-tracing are secure and effective: Governments see coronavirus apps as key to releasing lockdowns. Are the apps going to be any good? There's an IT phrase which sums it up GIGO - Garbage In Garbage Out.

If I were a politician I would be very keen to promote such a technology solution - it reassures people, you are being 'proactive', AND you can blame it afterwards if it doesn't work. However, I am not a politician and we should absolutely not manage a threat like COVID-19 in a vacuum of evidence. We should instead use science to lead us through this - not policial judgements or snake oil technology entrepreneurs.
